The Secure and Trusted Communications Network (STCN) Act of 2019 requires the FCC to identify telecoms providers “that have been found to pose an unacceptable risk” to US security. In late December 2020, $1.9 billion was appropriated to reimburse the costs to network operators to carry out the Secure and Trusted Communications Networks Act of 2019.

The FCC is in the process of spelling out the rules to distribute this money, for the purpose of ripping and replacing equipment from the Chinese telecom vendors Huawei and ZTE.
